Department of Transportation Technical Assistance Manuals
and Model Training Program

The Key Bridge Foundation (KBF) has been awarded a contract with the Department of
Transportation to prepare technical assistance manuals and model training programs.
These materials will be created to assist air carriers in ensuring that their employees understand
that discrimination based on race, ethnicity, national origin, religion, sex, or disability is illegal and
to provide travelers with information about their rights and relatedadvice. For this project,
KBF partners with AZI Consulting, a Northern Virginia technical consulting firm and an award
winning small business enterprise.

Together, KBF and AZI will coordinate efforts to develop an easy to understand technical assistance
manualand training program for all public contact airline employees outlining existing federal
requirements that prohibit air carriers from discriminating against individual passengers based on their
race, color, national origin, religion, sex or disability. The information will also assist travelers by
explaining their rights and providing related advice.

During the first phase, KBF and AZI will concentrate their efforts on translating the complexities
of the Air Carrier Access Act (ACAA) and its implementing regulation, 14 CFR Part 382, into a
plain language technical assistance manual and model training program for air carrier personnel and
interested travelers. The ACAA and 14 CFR Part 382 prohibit discrimination on the basis of disability.

During the second year, KBF and AZI will develop a technical assistance manual and training program
that provides information to air carrier employees on how to avoid unlawful discrimination on the basis of
race, color, national origin, sex, religion, and ancestry. Various Federal statutes prohibit carriers from
subjecting air travelersto such discrimination.
